“(Are you ready to call Putin a war criminal?) No. (Why not?)”
At first, President Biden said no and left, but following a while, he comes back and corrects his answer.

“Are you ready to say something? Ah! I think Putin is a war criminal.”
I have been reluctant to use it as a legal term, but this is the first time I have referred to Putin as a war criminal.
The White House said “the words came from the heart of the president,” and explained that the State Department is continuing the process to prove that he is a war criminal.
Earlier, in a speech announcing plans to support Ukraine, Biden specifically pointed out that Putin was attacking civilian facilities.

800 Stinger anti-aircraft missiles, 2,000 Javelin anti-tank missiles, and 100 tactical unmanned systems were included.
In particular, it is known that new weapons such as switch blades called ‘self-destruct drones’ are included, and they are sending cutting-edge weapons for defense instead of attack fighters.
The plan came following Ukrainian President Zelensky requested assistance from the US Congress.
In a video address, President Zelensky said, “Attacks like the 911 attacks happen every day.”

“More than 100 children have been attacked. If this death cannot be stopped, my life has no meaning. This is my duty.”
