The Minister of Territorial Administration, Decentralization and Local Development, Guy Georges Mbacka, discussed on March 14 with the director of the French Development Agency (AFD) in Congo, Maurizio Cascioli, and the resident representative of the United Nations Development Program (UNDP), Maleye Diop. Maurizio Cascioli and Guy Georges Mbacka, during their first contact, discussed the partnership between France through AFD and Congo. “We spoke in particular regarding the ongoing projects which aim to support a certain number of infrastructures and investments in Brazzaville, Pointe-Noire, Owando and Nkayi, four cities in the country to improve their resilience to climate change. This is precisely the drainage project”, explained the director of the AFD to the press. These two personalities also mentioned the role that local authorities and town halls must play in the management of ongoing projects, through guidelines on priority investments. This from the beginning to the end of the work in the areas of maintenance and management of these infrastructures, the management of which should be ensured by the local authorities. “We also talked regarding land use planning and local development, which is a subject that is close to the Minister’s heart and that we all share. So we had the opportunity to discuss a number of rural development projects that AFD finances, in particular with the Ministry of Agriculture. It’s a very good round table and we have made an appointment to continue discussing the major projects, the major reforms that the ministry wishes to initiate and which might be the subject of collaboration with AFD.”, concluded Maurizio Cascioli. The representative of UNDP in Congo, Maleye Diop, for his part, recalled that the Ministry in charge of Local Development is a partner of this UN agency at a time when the two parties are engaged in the formulation of a certain number of local plans. development at the local level. According to him, two departments have been added to this list, notably Kouilou and Sangha. “The Minister’s wish is that these plans be drawn up for all localities in the Congo to have a development framework, organize interventions by partners, civil society and NGOs as well as the State. And that really creates visibility for the government,” he said. Finally, Guy Georges Mbacka and Maleye Diop raised the question of the new municipal authorities who will be elected following the elections next July, precisely the way in which they will manage the implementation of local development plans.
