The Training Program for State Careers incorporates the Specialization in State Law (ABOG-AR). It is aimed at legal professionals who have joined the legal services that make up the Corps of State Lawyers -for whom it is mandatory- and for those who, without being part of it, have an employment relationship with the national State. The foundation, objectives and basic guidelines of the specialization dictated by the School of the Lawyers were also approved. (See attached Annex)

SEEING File No. EX-2021-122298693-APN-DCTA#PTN of the Registry of the PROCURATION OF THE NATIONAL TREASURY, Decree No. 754 of May 12, 1994 and its amendments, the Resolution of the then UNDERSECRETARY OF MANAGEMENT PUBLIC RULING No. 58 of November 21, 2006 and its amendments, and the Resolution of the former SECRETARIAT OF THE CABINET AND PUBLIC MANAGEMENT of the CHIEF CABINET OF MINISTERS No. 2 dated January 14, 2009, and
CONSIDERING:
That by Decree No. 754 of May 12, 1994 and its amendments, the STATE LAWYER CORPS SCHOOL was created, depending on the PROCURATION OF THE TREASURY OF THE NATION and under the supervision of the NATIONAL INSTITUTE OF PUBLIC ADMINISTRATION.
That by Resolution of the then UNDERSECRETARY OF PUBLIC MANAGEMENT No. 58 of November 21, 2006, the TRAINING PROGRAM FOR STATE CAREERS was created, within the scope of the NATIONAL INSTITUTE OF PUBLIC ADMINISTRATION.
That by Resolution of the former SECRETARY OF THE CABINET AND PUBLIC MANAGEMENT of the HEADQUARTERS OF THE CABINET OF MINISTERS No. 2 dated January 14, 2009, the Foundation, Objectives and Basic Guidelines, and the Regulations of the Training Program for Careers of Status of the aforementioned PROGRAM.
That by the Resolution of the UNDERSECRETARY OF PUBLIC MANAGEMENT OF THE HEAD OF THE CABINET OF MINISTERS No. 23 dated July 2, 2007 and the Resolution of the former SECRETARIAT OF CABINET AND PUBLIC MANAGEMENT OF THE HEAD OF THE CABINET OF MINISTERS No. 162 of dated June 10, 2009, the specializations in STATE LAW AND ADMINISTRATIVE CONTRACTS, TAX LAW and CUSTOMS LAW, respectively, issued by the SCHOOL OF THE STATE LAWYERS, were incorporated into the aforementioned Training Program for State Careers, dependent on the PROCURATION OF THE TREASURY OF THE NATION.
That, in these terms, by the Resolutions of the former SECRETARY OF THE CABINET AND ADMINISTRATIVE COORDINATION OF THE HEAD OF THE CABINET OF MINISTERS Nos. 214 dated July 11, 2012 and 342 dated September 21, 2012, the specializations in HUMAN RIGHTS and in PROCEDURAL LAW AND DEFENSE OF THE STATE, respectively, were also incorporated.
That the SCHOOL OF THE STATE LAWYERS has generated a new activity that meets the characteristics required to be considered a STATE CAREER.
That the NATIONAL INSTITUTE OF PUBLIC ADMINISTRATION has exercised the supervisory power conferred by Article 3 of Decree No. 754/94 and its amendments, noting that the activity proposed by the SCHOOL OF THE STATE LAWYERS has been structured following the guidelines of the Resolution of the former UNDERSECRETARY OF PUBLIC MANAGEMENT No. 58/06 and its amendment, the Resolution of the then SECRETARY OF CABINET AND PUBLIC MANAGEMENT No. 2/09 of January 14, 2009 LICA.
That, in this sense, it is opportune to incorporate into the TRAINING PROGRAM FOR STATE CAREERS the SPECIALIZATION IN STATE LAW (ABOG-AR) to be taught by the SCHOOL OF THE STATE LAWYER CORPS, dependent on the PROCURATION OF THE TREASURY OF THE NATION.
That by means of IF-2022-15982225-APN-DGAJ#JGM, the GENERAL DIRECTORATE OF LEGAL AFFAIRS of the LEGAL UNDERSECRETARIAT of the SECRETARIAT OF ADMINISTRATIVE COORDINATION of the HEADQUARTERS OF THE CABINET OF MINISTERS has taken over the intervention of its competence.
That this measure is issued in use of the powers conferred by Decree No. 50 of December 19, 2019 and its amendments.
Thus,
THE SECRETARY OF MANAGEMENT AND PUBLIC EMPLOYMENT OF THE HEAD OF THE CABINET OF MINISTERS
RESOLVES:
ARTICLE 1.- Join the TRAINING PROGRAM FOR STATE CAREERS the SPECIALIZATION IN STATE LAW (ABOG-AR) dictated by the SCHOOL OF THE STATE LAWYER CORPS dependent on the NATIONAL TREASURY ATTORNEY.
ARTICLE 2.- The FOUNDATION, OBJECTIVES AND BASIC GUIDELINES OF THE SPECIALIZATION IN STATE LAW (ABOG-AR) is approved, which as Annex IF-2022-18737736-APN-SGYEP#JGM forms an integral part of this measure.
ARTICLE 3º.- Communicate, publish, give to the National Directorate of the Official Registry and file.
