The former Hsinchu District Court Judge Wu Zhenfu asked the female assistant to massage and scrape him and handle private affairs. The First Instance of the Disciplinary Court ruled that Wu Zhenfu was removed from the position of judge and transferred to Taoyuan District Court Judicial Affairs Officer. The second instance rejected the Supervisory Court’s appeal that Wu Zhenfu had two other violations, and the whole case was confirmed.
According to the investigation by the Control Yuan, Wu Zhenfu had three assistants during his tenure as chief of the Civil Enforcement Division of the Hsinchu District Court. The assistant is afraid of losing his job or thinks the complaint is useless, so the assistant forbears the tasks assigned by Wu Zhenfu. The tasks assigned by Wu Zhenfu include requesting to purchase gifts, search for tutors, make restaurant reservations, log in the results of students who are in their spare time classes, answer questions from classmates, and even arrange for their family members to travel to Hong Kong for free travel and visas.
The supervisory committee found that Wu Zhenfu asked the female assistant to help him scrape and massage him four times before and following. The female assistant pressed the shoulders, back of the neck, lower shoulders, back of the head and temples with her fingers, and there was physical contact. Wu Zhenfu asked a third person to watch it four times, and the third person was afraid of Wu Zhenfu’s rage and did not dare to stop it. In addition, the Supervisory Committee’s investigation found that when Wu Zhenfu served as a study judge at the Hsinchu District Court and a lawyer-turned-judge student as a mentor, when faced with a lawyer-turned-judge student, he often said, “Don’t get me caught, I will definitely get rid of you,” etc. Verbal bullying of students makes students feel stressed and even plan to give up their studies.
Wu Zhenfu has been suspended since January 2009, and since March of the same year, the Supervisory Yuan has all passed the impeachment and transferred it to the Duties Tribunal of the Correctional Court for trial.
