On February 17, Shanghai released the “Shanghai Standardization Development Action Plan”. At the press conference of the Shanghai Municipal Government that day, Shanghai Deputy Mayor Chen Tong said that Shanghai will focus on the three leading industries of integrated circuits, biomedicine, and artificial intelligence, as well as six high-end industries such as electronic information, life and health, and high-end equipment. According to the “Action Plan”, by 2025, a high-quality development standard system with Shanghai characteristics will be basically established, which will be formed in three leading industries, six high-end industrial clusters, future industries, modern service industries, mega-city governance, and green development. To this end, Shanghai will lead the formulation and revision of 60 new international standards, lead the formulation and revision of 800 new national standards, cultivate 50 new “Shanghai Standards”, and undertake 30 national standardization pilot demonstration projects. At the same time, Shanghai will formulate 30 regional coordination standards for higher-quality integrated development in the Yangtze River Delta, add 200 registered experts from the International Organization for Standardization, and build a standardization highland with international influence.
Develop and implement a standardization development roadmap for leading industries
The “Action Plan” pointed out that Shanghai will strengthen the standard research layout in key technical fields, and strengthen standardization frontier research in the fields of brain science and brain-like intelligence, quantum technology, computing science, transformative materials, and space science. In technological fields with broad application prospects, such as photonic chips and devices, gene and cell technology, new marine economy, hydrogen energy and energy storage, and sixth-generation mobile communications, explore the use of standardized methods to promote rapid iteration of leading and disruptive technologies. In key fields such as integrated circuits, biomedicine, artificial intelligence, new energy vehicles, high-end equipment manufacturing, aerospace, information and communications, new materials, and emerging digital industries, develop a number of key technical standards with independent and controllable technologies to complement the industrial chain breakpoint.
Among them, in terms of the three leading industries, Shanghai will implement the standard pilot action of the three leading industries, accelerate the development and implementation of the standardization development roadmap of the leading industries, and promote the integration and improvement of the industrial chain, innovation chain, supply chain and standard chain. Establish a standard system for the entire integrated circuit industry chain covering chip design, characteristic process manufacturing, new storage, third-generation semiconductors, packaging and testing, equipment, and materials. Focus on areas such as biological products, innovative chemical drugs, high-end medical devices, modern Chinese medicine, and biotechnology services, strengthen the development of relevant standards, and promote collaboration across the entire industry chain. Establish and improve the artificial intelligence standard system, accelerate the development of standards in the fields of key artificial intelligence technologies, basic software and hardware, intelligent products, industry applications, and safety ethics, and promote the large-scale application and standardized development of artificial intelligence.
It is reported that Shanghai has cultivated and assessed 21 “Shanghai Standards” in the past two years, covering fields such as artificial intelligence, biomedicine, integrated circuits, finance, advanced manufacturing, and people’s livelihood services.
Support for the establishment of branches of international professional standards organizations
The “Action Plan” also pointed out that Shanghai will implement the standard internationalization leap action, improve the standard internationalization working mechanism, actively participate in the formulation and revision of international standards in emerging technologies, urban governance and other fields, and support efforts to undertake more work as the secretariat of the technical organization of the International Organization for Standardization. And technical leadership positions, undertake international standardization activities. Make good use of the superimposed advantages of Pudong’s high-level reform and opening up and the construction of the Lingang New Area of the Pilot Free Trade Zone, explore the cultivation of international professional standards organizations, and support the establishment of branches of international professional standards organizations.
Zhang Hongtao, chief engineer of the Shanghai Municipal Commission of Economy and Information Technology, said that at present, 70% of the international standards formulated and revised by Shanghai are led by enterprises, and nearly 70% of the winning projects of the China Standard Innovation Contribution Award are led by enterprises.
