In Blinken’s opinion, Russia should start withdrawing its troops from the border with Ukraine “if it wants to convince the world of an absence of aggressive plans.” The diplomat heard from Foreign Minister Lavrov that Russia has no intention of invading its neighboring country, but the US needs more tangible evidence of Moscow’s peaceful attitude, he added.

Blinken believes that the ideas he presented to his Russian counterpart allow “reducing tensions and improving security.” In addition, in his opinion, “this has not been a negotiation”, but an exchange of ideas.
