The Plenary of Congress finally gave the green light last December to the bill that modifies the revised text of the Law on Traffic, Circulation of Motor Vehicles and Road Safety, following submitting to a vote the amendments introduced in the text by the Senate. This is the nineteenth time that the law has been amended. The main changes that have been approved include a speed cut, by eliminating the 20-kilometer-per-hour margin when overtaking on conventional roads; and an increase in the loss of points in certain situations. The new text will enter into force three months following its publication in the Official State Gazette (BOE), except for some points that will do so immediately.
Therefore, as of March 21 of this new year 2022, minors will have a zero rate of alcohol as drivers of any vehicle, a novelty incorporated in the Senate. And it is that those under 18 years of age can ride light scooters and quadricycles, electric scooters, bicycles and motorcycles of less than 125 cc, for example. For this reason, the focus has been placed on this group in order to end the increasingly numerous cases of young people who ride a scooter or bicycle while intoxicated in cities, in addition to promoting responsible and safe driving from the earliest ages.

They will have to respect the ZERO alcohol rate just like any other driver who is currently penalized for this type of behavior. In fact, minors may not circulate with an alcohol level higher than 0.0 both in blood and in expired air. Not known yet the sanctions that this new offense will entail. The safest thing is that it is an economic fine, since underage drivers do not yet have a points license.
For other drivers, it currently amounts to up to 1,000 euros if the fixed rate limit is doubled or if it is the second offense committed within the previous year. And having ingested narcotic or psychotropic substances, the penalty would always be 1,000 euros.
