A new office and a new president of the board of directors were elected on Thursday, January 6, to try to stem the crises that are accumulating in the Joseph-Ducuing hospital in Toulouse. Located on the left bank, in the Saint-Cyprien district, in the heart of the city, and classified in “sector 1”, it is the only Toulouse establishment to apply the convention rates set by Social Security without incurring any fee overruns.
With 171 beds, it houses around ten departments (oncology, emergencies, maternity, surgery, etc.) and has been shaken since 2017 by several resignations, closures of departments and managerial crises. In 2019, following a one-month emergency strike, nine out of eleven doctors resigned, bringing to light latent conflicts. December 17th 2021, the management, appointed in 2018, closed the internal medicine sector, the only hospital to have a surplus on a total budget of 55 million euros, following several departures.
“A violent policy”
The establishment, which operates under private association status, asserts its social approach and has also made itself known for its maternity unit practicing painless deliveries, its vaccination and HIV treatment service, as well as for its training of nurses in residence. According to Jean Le Grusse, pulmonologist and resigned president of the establishment medical commission (CME), “All the doctors and staff came to work at Ducuing to take part in a certain form of social utopia. Since 2018, they are breaking everything ”. That same year, following several temporary workers, Eric Fallet was appointed director. Quickly, “They outsourced the work of the hospital service agents, then that of the laboratory, then sold the family jewels”, says Mr. Le Grusse.
Established in October 1944 by doctors and units of Spanish fighters from the French Interior Forces (FFI), Warsaw Hospital initially treated Spanish Republicans fleeing the Spanish Civil War. This is what will build his reputation as“Social utopia”. The Communist Party is then very present within the board of directors and the functioning.
After the “clash” in the emergency room in 2019, the management recruited in a hurry. With failures: an emergency doctor was convicted of sexual touching, another was in fact not registered with the Council of the Order and a plastic surgeon was recruited to “Thousands of euros per month when he did not have the skills”, indignant Marie-Josée Ferro-Collados, addictologist and current elected CGT.
