A cleaning contract in Bello cost $ 3.197 million more than the initial value

It was signed for $ 203 million and had 7 extensions. The Mayor’s Office defends him and the company has not yet responded.

In the municipality of Bello, they entered into a cleaning contract in schools with the company Servicios Integrales SI SAS, initially agreed for a value of $ 203,724,010, but which following seven extensions ended up costing 17 times more, exactly $ 3,401,531,690. The execution time of the contract went from 37 days to 317 days. A rarity that needs to be explained further.

Despite the striking of the matter, from the Ministry of Education they say that the contract was attached to the regulations. The company’s version is not yet known, but this we found.

The objective of contract 056 of 2021 was to guarantee the cleanliness of 66 schools, with a staff of 68 cleaners who would provide this service as of January 25 and for 37 days. It should be noted that between March and July of last year the classrooms were not crowded, as Bello barely authorized the return to the classrooms of his 56,000 students and 2,000 educational officials on July 6.

Despite this, on February 18 the first extension was made for 18 days and the first addition for almost $ 99 million. Another addition, made on March 11 for more than $ 843 million, was justified by the Administration with the increase from 69 to 147 cleaners. A new extension for 72 days was also endorsed.

Alleging an increase in Covid cases in Bello, on May 21 a new extension of 60 days was granted and an addition of more than $ 703 million pesos. On July 28 there was another addition for $ 351 million and of 30 days. On August 28, the fifth extension and addition took place for the same value and days as the previous one.

According to official documents, despite the fact that covid cases in Bello were decreasing, the yellow alert that governed the municipality and the start of vaccinating minors were other justifications for new additions. On September 9, $ 726 million and two more months were added.

Finally, on November 29, the last extension for 10 days and the last addition for $ 121 million were authorized, reaching more than $ 3,401 million and 317 days. That is, almost 17 times its value and 8 times more than its initial duration.

Under the eye of the Comptroller

Servicios Integrales SI SAS was founded in May 1990 with the initial name of Servicios Integrales Limitada Servicial Ltda.

In its certificate of existence and legal representation, it is defined as a small company located in an apartment tower in Laureles, while in its certificate of proponents it appears as a medium-sized company.

According to its own data, the company has been awarded more than 40 millionaire state contracts in municipalities such as Carepa (with 15), Chigorodó (with 9) and Apartadó (with 21). There, in 2015 he was awarded four contracts for more than $ 4,000 million and, in 2018, five that amounted to just over $ 3,000 million.

The Comptroller’s Office had its eye on two of these contracts; one in Carepa and the other in Apartadó, on March 30, 2017, in a notification by notice of the opening of a fiscal responsibility process to said mayor’s office, since in the review of a contract of $ 1,662 million with this company it was evidenced that it was canceled all of it when the service was provided for only 334 of the 365 agreed days, which would have resulted in an alleged detriment of $ 120 million.

What does the mayor’s office say?

According to Nubia Valencia Montoya, Bello’s education secretary, the contract had to be executed, since Bello does not have its own installed capacity for this task. In addition, he pointed out that the cleanliness of the educational centers is compromised in the indicators of the Development Plan.

Valencia also pointed out that this contract guaranteed not only the cleaning of school buildings, but also the mitigation of covid, guaranteeing all biosafety protocols in educational institutions.

“In addition, it is worth saying that the extensions to contract 056 are the result of a judicious study and are authorized by the municipality’s Contracting Committee, which in its judgment – following reviewing the justification and current regulations – found them adjusted to the themselves, ”he explained.

The secretary also indicated that the National Government (within the framework of the health emergency) issued Decree 0537 of April 12, 2020 that allows all contracts entered into by state entities that are related to goods, works or services that allow a better Management and mitigation of the pandemic may be added without limitation to the value as long as the health emergency continues.

“The municipality does not have the capacity to contract everything at once. The money comes from different sources, such as own resources or money for technical services. For this reason, as the money arrives, we are adding it to the contract, especially in the context of this emergency ”, he argued.

Finally, regarding the mentions of the company in the Comptroller’s reports, the Legal Office of the municipality reported that they were aware of these at the time of hiring. However, he pointed out that the legal representative, Claudia Jiménez, does not have a tax record, which means that the finding that mentions her was not final, so so far she has no disability.

The office also indicated that even if the finding was attributed to Servicios Integrales Ltda, this would not be the same business name that it contracts with the municipality in 2021, since the contract is with Servicios Integrales SAS. In addition, they stated that all contracts made by the mayor’s office with natural or legal persons must have the issuance of the criminal, disciplinary, fiscal and corrective measures antecedent, a fact that Jiménez complied with.
