From Monday March 13 to Wednesday March 15, 2023, the deputies of the 9th Legislature, under the leadership of President Louis G. VLAVONOU, are invited to participate in an impregnation and immersion retreat at the Millénium Popo Beach hotel in Agoué .
This is a practice whose implementation, at the start of each legislature, enables Members, especially those beginning their first term, to better understand the parliamentary institution, its political bodies, its functioning, its various structures and technical directions…
This retirement also allows them to appropriate the various procedures to which they will have recourse in one or other of the cases in the accomplishment of the missions conferred on them by the Constitution.
The main axes of the retreat program
With the active participation of the executives of the parliamentary administration, the deputies will be entitled to a total of fifteen (15) communications followed by debates.
Thus, the elected officials of January 08, 2023 will follow presentations relating to the political organization of the National Assembly (Political bodies and Cabinet of the President), its administrative organization.
They will also become acquainted with the technical structures that support the parliamentary institution such as the Parliamentary Institute of Benin (IPAB), the Unit for Analysis, Control and Evaluation of the State Budget (UNACEB), the Support and Capacity Building Project for Parliament and Election Management Bodies (PARCPOGE)… whose compositions, missions and operation will be detailed to them.
In addition, during these three (03) working days, it will also be a question of the ordinary legislative procedure, the special procedure for examining finance laws, the various means of control of government action, the parliamentary diplomacy, the functioning of the security group of the National Assembly, parliamentary communication in the era of digitalization, management of human resources and insurance…
