ALGIERS – The trade control services under the Ministry of Trade and Export Promotion recorded, last May, 69 offences, 55 minutes (PV) of legal proceedings as well as the suspension of the activity of 5 premises, at the level hairdressing and beauty salons for women, according to a report made public on Sunday by the ministry.
These steps fall within the framework of the control of hairdressing and beauty salons for women, in particular certain activities of a medical nature, including the technique of cupping (hidjama), laser treatment and dental bleaching, because they contravene the provisions of the interministerial decree of July 31, 2017 setting the specific safety requirements applicable in hairdressing and/or beauty salons, adds the same source.
According to the report, the control operations carried out by the control agents last May gave rise to 544 interventions, making it possible to note 69 offenses and to draw up 55 legal proceedings.
The operations also made it possible to seize a quantity of products, in particular non-compliant and expired cosmetic products, pharmaceutical and para-pharmaceutical products including injections, proteins and collagen, estimated at approximately 33 liters and 18 kg of non-compliant cosmetic products or expired, according to the same source.
The total number of products seized reached, according to the balance sheet, 200,630 DA.
It is also regarding the temporary suspension of the activity of 5 hairdressing and beauty salons for women.
Concerning the nature of the activity carried out, the assessment shows 251 interventions at the level of the premises having a commercial register, which made it possible to note 29 infringements, from which 26 lawsuits of judicial follow-up were drawn up.
At the level of businesses holding the craftsman’s professional card, the same source reported 293 interventions, which led to the finding of 40 infractions, leading to the establishment of 29 reports of legal proceedings.
According to the same source, these are 26 offenses relating to non-compliance with hygiene and sanitary cleanliness obligations, i.e. a rate of 38%, 18 others related to the non-display of prices and tariffs (26 %), and 14 offenses relating to possession of expired and unfit products (21%).
In addition, the same source reported the finding of four (4) offenses for failure to register in the commercial register (6%), three (3) others related to non-compliance with service security obligations ( 4%), two (2) relating to the exercise of a commercial activity without a commercial register (3%), and one (1) offense related to non-compliance with the obligation to inform the consumer (1%), in addition to one (1) other relating to the non-modification of trade register data (1%).
The report also indicates that four (4) cases have been observed concerning the exercise of activities of a medical nature, such as cupping therapy, laser treatment, piercing and dental whitening, in the wilayas of Algiers, Tiaret, Mostaganem and Oran, which led to the establishment of official reports of legal proceedings once morest the offenders and the proposal for the temporary suspension of their commercial activities, with notification of the National Security services and the directorates of the health.
