5G and 4G: Ministry of Communications establishes minimum speed for mobile internet in Brazil

5G is the fifth generation of mobile networks that promises to be up to 10 times faster than 4G. Aiming to ensure that this promise is fulfilled by operators, the Ministry of Communications and the ConectaBR program defined minimum speeds to be achieved by this connection and by 4G in Brazil.

The new quality policy was detailed in ordinance 10,787, published today (23) by the Ministry of Communications (MCom), where it is mentioned that the minimum speed coverage index for service providers increased from 80% to 95%.

In the words of minister Juscelino Filho:

We are starting a public policy that will directly influence the lives of Brazilians. President Lula’s government joins together with all actors involved to deliver a better quality service to the Brazilian population. It is a significant expansion that will require operators to invest in infrastructure and service improvements, guaranteeing a minimum speed in 4G technology of around 10 Megabytes per second, and in 5G, a minimum speed of 100 Megabytes per second.

With this new ordinance, operators must provide at least 100 Mbps download speed in 95% of measurements carried out by the National Telecommunications Agency (Anatel) for 5G and 10 Mbps in the same proportion for 4G in every location where they provide service. .

However, there are exceptions when there is a lack of infrastructure for the municipality served. In this case, Anatel must create regulatory mechanisms to solve this problem, such as sharing active structures between service providers or installing new equipment with minimum technological requirements.

Anatel will still have to develop an Inspection Action Plan to assess the quality of services provided by mobile communications operators. The deadline for submitting the first inspection report ends in 30 days, but can be extended for another 30 days.
