[Reporter Zheng Weiqi/Taipei Report]In order to fight for the right of way for motorcyclists, the Taiwan Motorcycle Road Rights Promotion Association today held the 2022 “No Rejection, Face the Riders” traffic parade, starting from the Taipei Flower Expo Park and marching in downtown Taipei. On the way, they passed Zhongxiao West Road, which had been banned for 44 years, and finally arrived at Ketagalan Avenue, with a total of about 5,000 riders participating. The China Council for Promotion of International Trade said that today’s parade is to express its determination to abolish the prohibition of locomotives, two-wheeled highways, and to demand that traffic policies be open to citizen participation.

On July 1, 2020, the Council for the Promotion of International Trade called on nearly 1,000 riders to protest at the General Administration of Highways of the Ministry of Communications, and strived to hold regular meetings with the General Administration of Highways to listen to their demands; Dangerous, because of the wrong road planning, the dead road grievances are increasing every day, so today will be marching on the streets again.

Huang Baiyue, director of the Taiwan Road Rights Promotion Association, said that nearly 3,000 traffic deaths in Taiwan each year are already a national security crisis. It is very important for the people to participate in the road safety association and the development of traffic policies. There must be the voice of the people, and the industry, government, and academia must not be monopolized. , continue to maintain traffic curfew.

Today’s parade has five major demands:

First, the provincial highways will be fully open to locomotives, requiring the immediate opening of locomotives in Suhua and Nanhui.
2. Repeal Article 99 of the “Road Traffic Safety Regulations”, which requires the complete abolition of the prohibition of locomotives, the complete abolition of the mandatory two-stage left turn, and the immediate opening of the expressway for large heavy vehicles.
3. Completely abolish interval speed measurement, oppose unreasonable speed limits, and refuse monitoring methods.
Fourth, the people participate in traffic decision-making, oppose policy discrimination against locomotives, return people’s legal rights to refit, and open up non-governmental participation in the Road Safety Association (with guaranteed seats and civil society representatives as ex-officio members).
Fifth, improve road engineering, abolish the outer left-turn lane, permanently set up the inner left-turn lane, and replace roadside parking spaces with avoidance bends.

Ms. Gao, a yellow-card heavy motorcycle rider who participated in the event, said that she has been riding for half a year. At first, she rode a white-licensed motorcycle. Later, after switching to a yellow-licensed motorcycle, she found that the road for riding a prohibited motorcycle is safer. The road is very large and stable, especially When going up and down the bridge, unlike the locomotive approach road, there will be strange bends and narrow roads. Mr. Xue, who participated in the activity, said that locomotives are defined by regulations as a type of automobile, and they should be treated equally and should not be discriminated against by vehicle type.

Today, a paper was also sprinkled on the scene to mourn the people who died on the road due to traffic accidents. Liu Chengqian, the public relations director of the China Promotion Association, said that today, it was expected that 1,000 or 2,000 vehicles would be on the road to participate in the event, but I didn’t expect about 5,000 vehicles to arrive in the end. You can see If public opinion is dissatisfied with the transportation policy, if the Ministry of Transportation does not follow up on the appeal, it will take another action before the vote at the end of the year. In addition, passing Zhongxiao West Road in front of Taipei Main Station today, and opening Zhongxiao West Road to allow locomotives to run before the end of this year is a historical milestone in lifting the ban on locomotives, because Zhongxiao West Road is the most emblematic location for the ban on locomotives.

Lin Fushan, director of road affairs of the Ministry of Communications, said that in response to the demands of locomotive right-of-way groups, all road authorities can inspect the traffic conditions and management needs of the roads under their jurisdiction according to their respective powers and responsibilities without amending the law. Open locomotives can turn left directly.

Regarding the Suhua reform and the Nanhui reform of Provincial Highway No. 9, Lin Fushan said that the General Administration of Highways has opened the passage of large and heavy locomotives, and will start an evaluation of Suhua to open ordinary locomotives. As for the opening of the highway for large and heavy locomotives In 20106 and 2019, safety, order and behavior indicators were set for large heavy-duty locomotives, and observation and inspections were carried out. However, the three inspection indicators of safety, order, and behavior and public opinion surveys have not yet reached the index inspection. Regarding the appeal of the locomotive right of way group, we will continue to communicate with all sectors of society and roll out adjustment measures under the protection of the common and safe use of road space by the Chinese people.
