A number of characters in this series feel they don’t need the power of the fruit. Besides being strong thanks to Haki, there is one factor that makes them reluctant to eat the fruit. The factor is that the fruit will make the eater unable to swim. Some characters feel it would be strange for pirates to not be able to swim.

4. Buggy
Buggy had actually eaten the Bara Bara no Mi. But, he ate the fruit by accident. Buggy ate the fruit when he was still a member of Gol D Roger and a ship with Shanks.
For Buggy, eating Devil Fruits was foolishness for a pirate. The main reason was because the fruit would make him unable to swim. Hence, he did not want to eat the fruit. He also regretted ever eating it.
3.Franky
Franky was recruited by Luffy when he was at Water Seven. Recruitment seemed forced at that time. He was a shipwright who played a major role in designing the Thousand Sunny, the second ship of the Straw Hat pirates.
Franky who is a cyborg doesn’t seem interested in Devil Fruits. In the Dressrosa arc, he was offered the Mera Mera no Mi, inherited from Ace. However, Franky refused the offer. The Mera Mera no Mi was then eaten by Luffy’s brother, Sabo.
2. Rayleigh
Silver Rayleigh is the vice-captain of the Roger Pirates and is a living legend. He once saved Luffy and his crew from Kizaru on Sabaody island. Rayleigh later trained Luffy following the Marineford war.
