With Derek Carr’s future with the Las Vegas Raiders uncertain, all three teams are expected to make offers for the quarterback.

The Las Vegas Raiders are still in the hunt for the playoffs at the start of Week 17, albeit barely following their 13-10 loss to the Pittsburgh Steelers. But for the rest of the season, the Raiders won’t start Derek Carr at quarterback.
