In a bid to bolster the establishment of top-tier universities and enhance key academic disciplines, the China Scholarship Council has initiated the selection process for the 2025/2026 Russian Exchange Scholarships, commonly referred to as the China-Russia Government Scholarships. This endeavor seeks to further strengthen both domestic and international collaborations in nurturing innovative talent across various fields. All participating institutions are urged to conduct a thorough review of their foreign collaboration initiatives and facilitate project applications. The China Scholarship Council has detailed the application process in their “Notice on Starting the Selection Work for the 2025/2026 Russian Exchange Scholarship (China-Russia Government Scholarship)”, as outlined below:

According to the “Educational Cooperation Agreement between the Ministry of Education of the People’s Republic of China and the Ministry of Education and Science of the Russian Federation” and in partnership with the Russian Agency for Humanistic Cooperation, the National Study Abroad Fund Management Committee will continue to use the Russian exchange scholarship channel to select students to study, conduct advanced studies, or engage in scientific research at Russian higher education institutions for the academic year 2025/2026.

Determined based on the scholarship quota provided by the Russian Agency for Humanistic Cooperation.

Focus on selecting majors in Russian competitive disciplines, including precision science, aerospace, machinery manufacturing, new materials, petroleum engineering, medicine, physics, chemistry and other science and engineering majors, as well as Russian language and literature, law, economics, history, international relations, sociology, journalism, literary creation and other humanities and social science majors.

During the period of studying abroad, you can enjoy the scholarship provided by Russia (free tuition, partial scholarship). The National Study Abroad Fund provides exchange scholarships for students studying abroad, subsidies and one-time round-trip international travel expenses.

From now on – November 10, 2024. After the applicant has been reviewed and approved by the competent department of the unit where he/she is located, he or she shall prepare project application materials.

Applicants log in to the National Government-sponsored Study Abroad Management Information Platform (https://sa.csc.edu.cn) to register online and submit application materials to the International Exchange and Cooperation Office or the Personnel Office for review. The deadline for submitting materials is: 11:00 noon on November 19, 2024.

Generally, within 2 months after the online application is completed, the China Scholarship Council will review the applicant’s materials, organize the review and determine the candidates to study abroad and recommend them to the Russian side. The final admission result will be subject to the notification from the Russian side. Those who are not admitted by Russia or are not dispatched on time will no longer be arranged for dispatch.

The Russian Agency for Humanistic Cooperation is responsible for the implementation of the study abroad schools for candidates studying abroad. Russia will generally notify the scholarship implementation results in July-August 2025.
