According to Les Echos, the weight penalty will be severely tightened. It would affect more simple hybrids from 2024, then electric models in 2025.
The bonus/penalty system will undergo many adjustments in 2024. On the carrot side, we have known since the spring that the State will add an environmental criterion to the bonus, which will depend on an ecological assessment of the production of the vehicle. The aim is to hinder Chinese brands. On the side of the stick, a very predictable twist of the rules is in preparation.
The newspaper The echoes gave the first information on the next malus rules, which will be integrated into the 2024 finance law. Unsurprisingly, the CO2-related tax will start “earlier”. In recent years, the trigger threshold has been lowered by 5 grams per year. We are currently at the start of a CO2 penalty of 123 g/km.
This should continue, with therefore 118 g/km in 2024. The grid will be shifted by five “notches”, which will increase the penalty for simple hybrid vehicles, even rechargeable ones, already taxed. Example with the new Honda CR-V hybrid: at 134 g/km, it has a penalty of €280 in 2023. In 2024, it might be €450.
But the most important concerns the weight penalty. Since January 1, 2022, it affects vehicles over 1.8 tonnes, with a €10 penalty per excess kilo. According to Les Echos, following looking at several hypotheses between 1.5 and 1.7 tonnes, the government decided to lower the threshold to 1.6 tonnes.
Plug-in and electric hybrids are spared for the time being. This will still be the case in 2024. But the executive would have planned to end this gift in 2025, and this would be recorded as of the 2024 finance law, the draft of which will be presented in September. The government would thus target large electric models, those whose weight is XXL because of their size and the presence of an excessive battery to ensure decent autonomy.
Note that the weight penalty does not spare simple hybrids. Imposing models are already taxed, for example €3,250 on a Toyota Highlander. And with a threshold lowered to 1.6 tonnes, additional models will be penalized. The new Espace hybrid, which avoids the CO2 penalty, weighs from 1,622 to 1,749 kg in the 7-seater configuration.
