The tax on waste will be revised upwards for 2024. But not for all categories of taxpayers, as Alderman Thibault Willem explains to the council. “The tax remains unchanged for individuals and households, just as for businesses. The reductions for BIM remain applicable.” The increase will apply for second residences, from €205 to €245, for lodgings, depending on their capacity and for holiday camps, i.e. scouts: “The amount of €50 was derisory, we pass at €60”, adds the alderman. The bag quotas will remain identical to what is currently required, however, with an additional PMC bag. The bonus for attending the recyparc is maintained.
Stay at 96%
This increase in taxation is explained by the true cost of waste. “This truth cost must be between 95 and 110%. In 2023, we were at 96%. To remain at this level, the tax had to be increased. The increase in this truth cost is explained in particular by the renewal of the collection market. It goes from €212,000 last year to €331,000 this year. Without touching the tax, we would have fallen to 93%.” Anne Wanet (min.) questions this increase in the cost of collection. Response from Mayor Elie Deblire: “There is an increase in salaries and transport costs.” Alderman Thibault Willem adding: “This price for collection is given for 4 years.”. Unanimity on all files concerning waste.
Residential area
The council adopted several road traffic regulations. In particular one aimed at installing devices in Grand-Halleux and creating a residential zone on rue des Ecoles, a zone limited to 20 km/h, where all users have the same degree of priority. Francois Rions (min.) anticipates the work which will be carried out on the road from Grand-Halleux to Vielsalm and which will require a diversion towards Mont-le-Soie. Joseph Remacle and the mayor explain that a one-way street should be put in place. “A meeting with the SPW is planned for February 7. We will then communicate with the population,” punctuates the mayor.
An easement over a stream that is the subject of debate
Following the request for a right of way over a stream for a cogeneration system in the Burtonville zoning, Francois Rion (min.) launches into a presentation on the subject of the latter. He points out that, basically, there was little or no water needed for businesses. And, “today, we bring water from La Gileppe for these companies,” he notes. This famous “water highway” will be at the center of several considerations of the advisor who, moreover, underlines: “When will we come and return to a spirit of sustainable economic development? » Jacques Gennen (min.) says he “finds himself” in these comments and recalls that his group had not been favorable, in the past, to these cogeneration systems. Anne Klein (maj.) believes for her part that “Francois Rion’s arguments took me to the guts”. She will abstain, the minority opposing the request for easement. Zoning will once more be discussed at the end of the session when Jacques Gennen will request an analysis of air quality, following releases of small plastic particles. The mayor, Elie Deblire, will do what is necessary in this regard.
“A lack of consideration! »
The main course of the evening, the budgetary modification only suffered from a few questions from the minority. At the end of the presentation, Alderman Thibault Willem shoots an arrow at the Walloon Region: “Regarding the expectations of firm promises of subsidies, we can only be frankly disappointed by the non-compliance with the deadlines announced for the analysis times and file selection. Indeed, when we see the extremely short deadlines left to local authorities to respond to the majority of calls and the complexity of certain files to complete, we still say that there is a management concern at the higher level, a lack of knowledge of local realities, especially in rural areas, and a lack of consideration for the work of municipal staff and local elected officials. » And to plead for a “drawing right” for the Commons.
