2023 Minimum Contribution Increase and Mico Progression: Impact on Retirees and Agirc-Arrco Pensions

On September 1, 2023, the increase in the minimum contribution came into force. Raised with a maximum amount of 100 euros, the Mico is intended in particular for retirees whose jobs are poorly paid. By September 2024, this progression of Mico should become widespread.

The contributory minimum aims to enable small pensions to cope with inflation. After the new pension reform, the Mico was raised to 847.57 euros for full-rate pensions. For retirees who have contributed less than 120 quarters, the Mico was increased to 709.13 euros. For intermediate profiles, the amount of 709.13 is increased in relation to the number of quarters contributed.

Thus, since September, some 15,000 new retirees have benefited from an increase of 30 euros per month, and some 500,000 old retirees have received an additional 50 euros per month on average. Except that this progression has not yet benefited all retirees. According to Capital, there are almost 700,000 who have not yet benefited from it. The good news is that the increases should be widespread until next September.

In addition to the amount, the resource ceiling not to be exceeded to receive the Mico was also reassessed last September. From now on, to benefit from the minimum contributory amount, the total pensions (basic and supplementary) must not exceed 1,367.51 euros per month, an increase of 57.76 euros compared to the previous year.

As a reminder, to obtain the Mico, you must meet 4 criteria. The beneficiary must be of legal retirement age, respect the minimum number of quarters contributed (120 quarters for a full rate), have requested all the pensions to which he is entitled and, finally, respect the resources ceiling, which is therefore 1,367.51 euros in 2024.

Agirc-Arrco supplementary pensions also affected by the change

In addition to the Mico, Agirc-Arrco supplementary retirement pensions will be adjusted in March according to the new CSG rate. For retirees whose CSG rate increased in 2024, their pension will be slightly reduced in March to compensate for the overpayment from previous months. For those whose CSG rate has decreased, their pension will be slightly higher in March, with a reimbursement of contributions previously collected in excess.
