2022 Walloon Parliament Accounts Examination: Finances, Transparency, and Judicial Investigation

It is the long-awaited day of the examination of the 2022 Accounts of the Walloon Parliament, in the Accounting Committee. This is where the invoices for the real estate projects for the extension of the Parliament and the pedestrian junction are included, but also for certain expenses of the clerk, of the former president of the assembly Jean-Claude Marcourt in mission expenses, in restaurants, transport, etc. And not just limited to that expensive trip to Dubai.

But the president of the Accounting Commission Joëlle Kapompole (PS) will repeat at least twice that questions relating to people cannot be asked in public session. This is provided for by article 5 of the assembly regulations.

It is therefore agreed that questions from deputies relating to people or functions which allow a person to be identified will be asked in camera.

All this to also prevent parliamentary work from interfering with the ongoing judicial investigation and invalidating the disciplinary procedure, concerning the clerk Frédéric Janssens.

And during this time, before the closed session was declared for these reasons, Frédéric Janssens himself, the clerk, “the one whose name cannot be pronounced in public session“, is present in the (small) committee room. And attends the presentation and the debate prior to the closed session as noted by our colleagues from La Libre.

This is the elephant in the room. We can’t talk regarding it or name it, but it’s there.

The suspended clerk of course had to go out to wait during the closed session (which ultimately lasted more than 3 hours, without resumption in public session).

He also met certain members of the registry during this busy week in the Walloon Parliament.

16.6 million negative

Frédéric Janssens more than likely found interest in the overall figures provided by the President of the Walloon Parliament André Frédéric on these 2022 accounts: 74.6 million in revenue and 91.2 million in expenditure. The financial year therefore ended with a negative balance of 16.6 million.

As a reminder, the Court of Auditors is now responsible for examining the accounts and budgets of the Walloon Parliament for the first time in its history, to assist the work of the Office and also of this Accounting Commission created to establish more transparency on the expenses of Parliament.

But the Court rightly refused to operate for the 2022 financial year, a judicial investigation being underway.

André Frédéric also reiterated that changes had been introduced to return to a healthier mode of governance: limitation of the number of credit cards and conditions for granting subsidies.now included in a regulation“, delegation to the registrar capped at 30,000 euros,”for all types of expenses “, more transparent parliamentary missions and a limitation of related expenses (accommodation, transport, restaurants, etc.)
