2020 Audio Scandal: Edgar Alarcón, Martín Vizcarra, and Richard ‘Swing’ Linked in Controversial Recordings

In 2020, the then legislator Edgar Alarcón, head of the Oversight Commission, presented three audios that linked Martín Vizcarra. The first two are recorded conversations of the head of state with officials from the Government Palace, and in the third audio Richard Cisneros, better known as Richard ‘Swing’, is heard.

“They are saying “lie.” I have not received three times [a ‘Swing’], there are only two, one you, Karem, one you, Mirian. “We are corroborating our hypothesis.”Alarcón expressed before the plenary session, where he showed the audios. The officials he was referring to Alarcon, based on the audios, were Karem Roca Luque, former administrative assistant of the Presidential Office; and Mirian Morales Córdova, then Secretary General of the Presidency of the Republic.

Due to this case, a vacancy process was initiated once morest Vizcarra, but the votes were not reached. Later he would be vacated by the revelations of the investigation that followed him during his time as governor in Moquegua.
