Former Jeju-do Governor Won Hee-ryong, who was appointed as the first Minister of Land, Infrastructure and Transport in the Yoon Seok-yeol government on the 10th, was ‘surprisingly selected’ until recently, attracting attention.

He was a three-term member of the National Assembly and a re-elected Jeju governor. He was born in Jeju in 1964 and following graduating from Jeju Jeil High School, entered Seoul National University Law School in 1989.

He received attention as he swept the nation’s top university entrance examination, senior admission to Seoul National University Law School, and senior passing the bar exam.

Candidate Won passed the 34th bar exam in 1992 and completed the Judicial Research and Training Institute (24th class) in 1995, and served as a prosecutor for regarding three years from 1995 to 1998.

Then, at the time of the 16th general election in 2000, he ran for Yangcheon-gap in Seoul riding the wind of transfusion of ‘young blood’ from the political circles, and was elected by defeating Democratic Party candidate Park Beom-jin, who was then a third-term lawmaker. From then on until the 18th generation, he served as a third term in Yangcheongap.

He criticized the conservative party line in the Grand National Party from his early days and emphasized reform and change. He led the reformist movement along with former lawmakers Nam Kyung-pil and Jeong Byeong-guk, and was called ‘Nam, Won, Jeong’.

When he ran for the national convention in 2004, he took second place in the vote following former President Park Geun-hye, who was then third-term, and became the youngest member of the party at the age of 40.

Candidate Won has held various important positions, including the Grand National Party’s Special Renewal Committee Chairman, the National Assembly Foreign Affairs, Trade and Unification Committee Chairman, and the Grand National Party Secretary General. He announced that he would not run for the 19th general election in 2012 and studied at Cambridge University in the UK.

In June 2014, he returned to politics following running for the Saenuri Party as a candidate for the Jeju governorship in the local election and winning the election. Following the impeachment of former President Park, he joined the Bareun Party by participating in the procession of the separation of the Saenuri Party at the time, and was re-elected as an independent in the 2018 local elections as an independent.

Candidate Won is known to have submitted a verification agreement during the cabinet appointment process, so the possibility of standing has been strongly raised. As such, he is rated as the most prominent person among the eight departmental appointments announced that day.

He had no special relationship with President-elect Yoon, but became close following the presidential election. In July of last year, before elected candidate Yoon joined the People’s Powers, he agreed to change the government by suggesting a meeting with Won.

Yoon, who was later elected as a candidate, saw that Won had deep insight into policy and appointed him as the head of the policy division of the election committee, who oversees the campaign promises.

During the presidential campaign, Candidate Won drew attention by self-appointing as a ‘Daejangdong 1st Instructor’ by raising the ‘Daejangdong suspicion’ targeting the Democratic Party’s presidential candidate Lee Jae-myung online one following another.

In addition, he frequently contacted President-elect Yoon and gave advice on policies, becoming a ‘Chin-yun’ person who received his trust. He also served as the planning chairperson in the 20th Presidential Transition Committee, directing the design of the new government’s state affairs. Due to this move, he was mentioned several possibilities, such as running for the next party leader of the People’s Power and running for governor of Gyeonggi Province.

If the Minister of Land, Infrastructure and Transport is confirmed, it is expected that he will lead the next Yoon administration’s real estate policy in depth. It is predicted that he will be able to solidify his position as the ‘next runner’ by taking pre-election classes using this administrative experience as a stepping stone.

Regarding Won, on the same day, President-elect Yoon said, “He served as the Jeju governor twice and conducted innovative administration, and designed major policies and promises as the head of the policy division for the presidential election. A person with a high level of understanding.”

President-elect Yoon added, “Candidate Won is the right person to supply enough housing where there is demand, stabilize the real estate market, and design a regional transportation system that is the key to balanced development.”

His family includes his wife, Kang Yun-hyeong, and two daughters.
