Russia and Ukraine agreed the day before to open 10 humanitarian routes to allow civilians to evacuate five cities besieged by Russian forces or in violent clashes, but only one has actually been evacuated from the Sumi-Voltava route.
Russia announced on the same day that it would implement a ceasefire to evacuate civilians, and Ukraine also announced that it had agreed to a ceasefire for 12 hours starting at 9:00 a.m. local time (4:00 p.m. Korean time).
