◇ The 5th round of negotiations ended in 4 hours… “It was constructive” rating

Negotiators from both sides met and negotiated in Istanbul, Turkey from 9:40 am on the 29th. The face-to-face negotiations were the first in regarding three weeks since the third round of negotiations on the 7th.

The negotiations, originally scheduled for two days, ended in regarding four hours.

At the end of the negotiations, the Ukrainian side said that “sufficient progress had been made for the presidents of the two countries to hold a summit,” while the Russian side also positively evaluated it as “constructive.”

It seems that they decided that it was not necessary to fill the meeting schedule as a specific compromise was quickly drawn up.

◇ “Adopt a neutral country for security guarantee”… “A summit between the two countries is possible”

Ukraine delivered its position on the same day that it would agree to abandon its membership in the North Atlantic Treaty Organization (NATO), which had been a core requirement of Russia, and adopt the status of a neutral country if a system that guarantees security is established by a multilateral system.

“We see Turkey, Israel, Poland and Canada as security guarantees,” said Mikhail Podolyak, a national adviser to Ukraine’s negotiator.

David Harahamiya, the head of Ukraine’s negotiating team, explained regarding the ‘new security guarantee system’, “I want a system in which the Security Agency is legally obligated to protect Ukraine, as in Article 5 of the NATO Treaty.”

Article 5 of the NATO Treaty is the concept that if one member country is attacked, it is regarded as an attack on the entire NATO and other member countries automatically intervene and defend jointly.

Ukraine has also proposed to consult with Russia over the next 15 years on the status of Crimea, which Russia annexed by force in 2014. He did not mention the region of Donbas, which was occupied by pro-Russian separatist rebels.

“We have received a well-arranged position,” the Russian side said in a statement.

Russia has received an offer to confirm Ukraine’s pursuit of a neutral and non-aligned status and non-nuclear state status, including a statement that Russia does not oppose Ukraine’s accession to the European Union (EU).

“The summit between the two presidents will be possible as soon as the treaty between the two countries is prepared,” said Vladimir Medinsky, an adviser to the president of the Russian negotiating group.

◇ Russia “reduces military activity in Kiiu”… “Don Bath Concentration”

Among the outcomes of the meeting, the most attention was drawn to Russia’s plan to ‘significantly’ reduce its military activities on the northern fronts such as Kiiu and Chernivu.

Russia said it was “a measure to increase mutual trust” and “will be implemented immediately”.

The US has been cautious regarding the outcome of the negotiations.

US Secretary of State Tony Blincoln, who is traveling to the Middle East, said: “I cannot say that Russia has changed direction.”

◇ The world’s major stock markets soared… oil price plunge

On the news of progress in the peace negotiations, major global stock markets soared and oil prices plummeted.

On the New York Stock Exchange, the Dow Jones Industrial Average rose 0.97% from the previous day, while the S&P 500 and Nasdaq Composites rose 1.23% and 1.84%, respectively.

The CAC40 index of the Paris stock market rose 3.08%, and the DAX30 index of the Frankfurt stock market rose 2.79%, respectively.

The pan-European index Euro Stoxx50 also closed 2.96% higher.

On the same day, the price of West Texas Intermediate (WTI) for May contract ended at $104.24 per barrel, down $1.72 (1.6%) from the previous day. It is the lowest since the last 17 days.

Brent crude also fell 1.63% to close at 107.71%. International crude oil prices once plunged regarding 5%, but the decline has slowed.
