Former Gyeonggi Seongnam City Council Chairman Choi Yoon-gil, who was implicated in the Seongnam-si ‘Daejang-dong development project preferential treatment’ case, was eventually arrested. Choi’s arrest is the first case in which a suspect has been arrested since the police launched an investigation into Daejang-dong.

Choi took the lead in passing the ordinance on the establishment of Seongnam Urban Development Corporation, which became the starting point of the development of Daejang-dong, in February 2013, when he was the chairman of the Seongnam City Council.
After resigning from the chairmanship, he is accused of agreeing to receive 4 billion won in incentives from Kim Man-bae, a major shareholder of Hwacheon Daeyu, in exchange for leading the passage of the ordinance bill.
When the suspicion of Daejang-dong was first raised last year, the police launched an investigation at the same time with the prosecution, but when there were concerns regarding a duplicate investigation, the police coordinated with the prosecution. Three cases are being investigated.
The police investigating Choi seized and searched his home in Gwangju, Gyeonggi Province and Hwacheon Daeyu office in Seongnam on November 17 last year, and summoned and investigated him on the 26th of the same month.
At the time, it was reported that he denied most of the allegations during the summons interrogation.
