46th State Council

Last weekend, the Pangyo data center fire accident caused great inconvenience to many people. Quite a few services have now resumed, but it will take some time before we can fully return to normal. Digital services are already an inseparable part of our daily life. If there is a problem in the network, the daily life of the people can be paralyzed and it can be fatal to national security. We are a global IT powerhouse. This incident does not live up to the reputation of such an IT powerhouse. It is an issue that cannot be neglected.
First of all, we want to focus on rapid recovery, but ultimately, we ask that you come up with various measures to prevent recurrence along with thorough investigation of the cause. In order for Korea to be reborn as a true IT powerhouse, it must have an internal operation that matches the external appearance of advanced technology. In addition, the technology and services that the people depend on must also have high consumer protection obligations and responsibilities. I would like the relevant ministries to actively review whether there are any issues that require system overhaul from the point of view of protecting the public.
Last week, I went to Chile, Uruguay, and Argentina to build a cooperative network with countries in Latin America. Latin America is a resource powerhouse and a key partner in our economic security. This time, we met the leaders of the three Latin American countries and decided to strengthen cooperation in various fields, including core minerals and energy, in the process of reorganizing the global supply chain. In addition, we agreed to make joint efforts to overcome global crises such as climate change and economic security.
During this visit, the leaders of Chile, Uruguay, Argentina, and 33 Latin American countries gathered at the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) to convey our capability and will to host the ‘Busan World Expo 2030’, and it was well received. Hosting the World Expo in Busan is a great opportunity to emerge as a global hub by sharing Korea’s vision for a better future and innovation capabilities with the world. I hope that each member of the State Council will also actively promote our strengths in the occasion of interviews with overseas personnel, with the heavy responsibility of each individual as an invitational ambassador.
