The Hannam pilot apartment reconstruction project, which was about to transform into a luxury apartment complex, met a reef. This is because, due to the nature of the pilot apartment, some land in the housing complex is publicly owned, and the Seoul Metropolitan Government has notified that this land cannot be incorporated into the reconstruction project area. Residents, including the Reconstruction Cooperative, are responding to the fact that this land actually exists within the complex and has been used as a parking lot, playground, and senior citizen’s home.

According to the maintenance industry on the 9th, the Yongsan-gu Office in Seoul recently notified the Hannam Demonstration Apartment Reconstruction Association that it was impossible to incorporate the public land into the business area. The land in question is 524 Oksu-dong, which is publicly owned. After consultation with Yongsan-gu, the city of Seoul is in the position that it is difficult to incorporate into the project area as it is a park according to the urban plan.

An official from Yongsan-gu Office said, “If the Seoul Metropolitan Government does not change the urban plan, it is impossible to go through additional licensing procedures such as approval of the association establishment change, building deliberation, and project implementation approval.” We plan to find a compromise through consultation.”

The controversial land has been used as part of an apartment complex for more than 50 years. It consists of a total of 4 buildings, and parts 1 and 4 span the land. The rest of the land is being used as a parking lot. According to the city plan of Seoul, it was designated as a park site, but it was being used as a residential complex rather than a park. This is because of the inherent characteristics of the pilot apartment, in which the government owns the land and the buildings are owned by the occupants.

The Hannam pilot apartment was completed in October 1970 and has been undergoing reconstruction or remodeling for the past 20 years, but it has experienced difficulties every time. Because there was no land right, no building permit was issued. Residents who complained about aging facilities and lack of parking in the complex eventually rolled up their sleeves, and in 2016 formed their own ‘State Land Purchase Committee’ to purchase the land right from the government.

In August 2020, as the small-scale reconstruction and maintenance business association received approval to establish the association, reconstruction took off rapidly. In May of last year, Hyundai E&C was selected as the contractor, and construction was scheduled to begin in the second half of this year under the brand ‘DH Maison’. However, as the city of Seoul judged land that had been used as a housing complex for more than 50 years as ‘park site’ and showed that it could not be incorporated into the project area, delays in the project became inevitable. Residents who are exposed to the risk of collapse and fire, such as the collapse of the chimney on the roof of Building 1, are also increasing their anxiety about housing.

In the real estate industry, it is evaluated that the land lease apartment, which has been recently discussed in the political circles, can set the precedent for the Hannam pilot apartment in the future reconstruction process. This is because land leased housing is supplied separately by the land and the owner of the house.

Kim Je-kyung, head of Tumi Real Estate, said, “If we share ownership of the house to provide a cheap house right now, it will definitely become a source of conflict 30 to 40 years after the rebuilding time arrives.” We need to review it and make a policy,” he advised.
