The People’s Power is pushing for amendments to the National Assembly Act, which limits the privilege of non-arrest members of the National Assembly. This amendment, which said that it was systematically supplemented so that it would not be abused as a ‘running for bulletproof’, is interpreted to be aimed at former Gyeonggi governor Lee Jae-myung, who is running for the Incheon National Assembly by-election in Gyeyang.
On the 15th, floor leader Kwon Seong-dong, the People’s Power, posted on his Facebook page titled, “Leave the bulletproof privileges of National Assembly members down, and the Democratic Party and Candidate Lee Jae-myung should actively cooperate.” Floor Leader Kwon continued, “There is a lot of public distrust in the privilege of non-arrest. Every time a motion to arrest a lawmaker was requested, criticism of the ‘Bulletproof National Assembly’ continued,” he pointed out.
According to floor leader Kwon, the amendment supplemented the voting requirements and method for the arrest consent bill. The main point is to block the delay in arrest at the source by making a vote ‘within 24 hours and within 48 hours’ from the time it is reported to the plenary session, and if a vote is not voted, the arrest motion will be regarded as passed. The vote on the arrest motion led to a transition from the current secret ballot to a ‘write-in ballot’.
According to Article 26 of the current National Assembly Act, the motion to arrest a member of the National Assembly must be reported to the first plenary session and voted on within 72 hours following 24 hours. However, if the vote is not voted within 72 hours, it is put to the first plenary session to be voted on following that.
Floor leader Kwon said, “There are many criticisms that Candidate Jae-myung Lee’s running for Incheon Gyeyang is running for the privilege of not arresting the National Assembly member. If it is really unfair, we should actively support our revised bill.” Earlier, some criticized Lee’s candidacy for running for bulletproof use to avoid investigations into the suspicion of preferential treatment for Daejang-dong and the misuse of corporate cards.
Regarding the criticism on the 11th, former governor Lee said, “I’ve never done anything unfair in my life, so I’m not worried at all no matter how much pressure I put through the prosecution and police investigation.” Why are you afraid of a water gun that you don’t have? You don’t have to worry.” He was offended by the public power offensive, saying, “There were people who threatened people with poverty and tried to avoid them, but if they did nothing wrong, there is nothing to worry regarding.”
