When Candidate Shim reconfirmed whether he was in disagreement, he said, “It will be difficult to say easily,” he said.

Candidate Shim pointed out that “a lot of people talk about social consensus. What is difficult is social consensus,” and candidate Lee countered, “If it’s obvious, consensus is unnecessary.”
