Bee swarm bidding refers to an act in which a parent company bids for a public housing site project together with several affiliates.

Recently, at the National Assembly, five companies including Hoban, Daebang, Jungheung, Umi, and Jeil took 37% of the total supply lot from 2017 to 2021.

Nam Young-woo, director of land policy at the Ministry of Land, Infrastructure and Transport, said, “The above five companies are included in the 81 companies subject to this investigation and inspection.”

In addition, the Ministry of Land, Infrastructure and Transport is planning to request an investigation by the Fair Trade Commission following reviewing the Fair Trade Act if indiscriminate participation in lottery, unfair support, or collusion are detected through the mobilization of affiliates.

Minister of Land, Infrastructure and Transport Won Hee-ryong emphasized, “From now on, we will fundamentally prevent some specific construction companies from expediently winning bids for public housing sites by mobilizing large numbers of affiliates.”

However, doubts are raised as to the effectiveness of these reforms.
